General Meeting

Meeting started with a welcome from Dave and an introduction of new neighbors.

General Business:

Jeff Gabriel - Streetscape Committee

They have several projects in the works:

  • Replace the Butchers Hill signs. The plan is to have more than there were in the past - have them at every intersection within and at the boundaries of the neighborhood. They are going to use the same insignia.
  • Duncan St.(Charles Halcott) Park - Steve Young has been working on several grants, proposals for a majority of the money needed to fix up the park. They need volunteers to help do the work in the park - more information to come. There will be a rededication to Charles Halcott sometime this summer.
  • The Streetscape and Trash committees are merging. This will give the Trash committee more readily available volunteers.
  • They are working on fixing the existing and adding additional tree planters.
  • They are planning on having a mural painted at a location (to be determined) in the neighborhood.

William White - Parking Committee

The petitions regarding angled parking have been signed by about 97% of the designated neighbors. So far the neighbors have been overwhelmingly in favor of changing the parking to angled parking. Once they have received 100% of the signatures the petitions will be delivered back to the city.

Carolyn Boitnott - Crime Prevention Committee

  • Crime seems to be decreasing within Butchers Hill. However there have been a series of armed robberies along Baltimore north of Patterson Park Ave. Witnesses have described the robbers as two young African-American males.
  • Remember, if you are uncomfortable calling the police and giving them your name and addresses you can get a crime watch number. Contact Carolyn or your block captain for more information.
  • On April 23rd there will be a city-wide clean up day. There will also be a dumpster in the neighborhood. A group of individuals will be working on cleaning up the elementary school that day. They are looking for volunteers to help. They will be starting at 9:00 AM.
  • Also on April 23rd the Friends of Patterson Park will be tree planting. They plan to plant 50 this month and another 50 this fall. They will be working from 10:00 AM - 12:00 PM, and are looking for volunteers.

Leta - St. Andrews Orthodox Church

  • Pirogue sale happening tonight at the church - $3.00 per dozen.
  • They will also be selling Easter bread.
  • They have their cookbooks (Recipes to Remember) for sale - $18.00. Purchase
  • They will be hosting a golf tournament Friday, June 24.
  • Their Easter is May 1st this year. They will be having their midnight service April 30th. This service includes ringing the church bells and a procession.

Sandy Sales - Marketing Committee

  • She is selling t-shirts and caps for $10.00 each.
  • Purchase the St. Andrews cookbook and get a free Butchers Hill apron.
  • They are looking for volunteers to help at the flea market.

Carolyn Boitnott - CHAP reminder

They are still collecting signatures on the CHAP petition. If interested in signing the petition, contact Carolyn.

Other

There is a city council bill (05-0023), co-sponsored by Jim Kraft. The bill originally would have added the BDC to CHAP's board and made the CHAP director report directly to the director of planning. The bill is in committee and many changes have been proposed. Once the changes have been made, Kraft's office will send Dave an update.

2005 Budget

John Murphy - Treasurer

The proposed budget was passed out to attendees. Dave opened the floor to discussion.

Barry Glassman - There was another site being discussed at one point for the mural.
Dave responded that the address for the mural was to have been deleted from the proposed budget. The executive committee approved the budget for the mural with a "location to be determined" designation.
Barry Glassman - The CDC will provide matching funds for the mural and Budeke's will assist with the paint.

Steve Young - Based on newer estimates for the work to be performed at Duncan St. Park, the budget amount needs to be increased from $2,000 to $3,200.
Motion: Increase the lines item for Streetscape Committee - Duncan St. Park Rehabilitation from $2,000 to $3,200.

Comprehensive Zoning in SE Baltimore

Jim Kraft's office is working on reviewing the zoning in the SE. There are a few properties in the Butchers Hill neighborhood that are zoned for commercial use.
B1 - Mixed use, commercial zones
B2 - B1 plus restaurants and taverns
B3 - B2 plus auto, light industrial, live entertainment
R-8 - Residential (requires 750 sq. ft. lot area per unit)
The 8 sets how many residences/acre

They have formed a task force. They are looking at the area on the whole. They are talking to the community for feedback.

Existing businesses can stay, even if re-zoned (grandfathered). The goal is to have the plan ready for all.

The Land Use Committee will continue to review the map.

Other Business

Carolyn Boitnott - The Planning Department is also helping the school district with their zoning. There are three community meetings to discuss several plans. The dates were published in the newsletters. These dates have each been pushed forward one week.

April is Membership Month. John Murphy will be collecting annual dues tonight after the meeting.

This month's Streetscape Committee meeting has been rescheduled for the 20th rather than the 13th.
